I'm certainly not claiming that Dubya et al are truth-full. Even a habitual liar can employ the truth, and the most successful liars always do. And the ability to condense truth into a sound-byte--which faculty is in other contexts termed 'wit'--is one of the more effective ways of forging truth into a weapon.
My father also raises the substantive point of whether "Axis of Evil" and "Old Europe" are actually true. I encourage everyone with an interest in such questions to read OxBlog daily--link here and in the Blogroll on the left side of this page.
